The police, PMC, paramilitary and mercenaries like these will be used to hold ground and free up Russian army forces. Otherwise the Russian ground forces need to deploy their own assault forces to hold the ground. 20,000 men, even primitively equipped can screen XX KM of ground. The Russians also need people to fight house to house. Currently the Russians are clearly very overstretched in their operations to the point where they frequently aren't deploying a deep infantry screen for their armored/supply columns, and taking a lot of losses. Infantry is their weak point so far in this war. The obvious strong point of the Russians is their firepower, particularly in artillery which the Ukrainians have not much answer to and have likely pre-empted them from conducting any serious operational-level counterattack of impact. And hit (with 8 missiles) the "Ukrainian Center for Peacekeeping and Security" in Yavoriv, a training base for peacekeepers 6 miles from the Polish border. 35 dead and 130+ wounded reported so far.
