I couldn't understand the outfit from the image you posted .... but I recognized Bette so I was able to find a bigger one.

Faux leather skirt with four integrated belts. I wonder if they are functional .... they should be, because when Bette walks her pelvis sways so violently that all four of them are needed to keep the skirt in place
