Ok I found this tweak in Windows Xp Pro and I think it actually works ,First I tested my speed on a speedtest site, and after the tweak again.

it isn't a programm, it just a setting in windows you've to change. has anyone tried it already?

I might try it if I had XP, don't have too much reason to tweak though as my connection is pretty speedy as is.
