If you ignore the hair, since that was painted on, can anyone even give me a hint as to who this person is? I know I've seen him before, and it has been driving me absolutely mad XD

He was used as a character on deviantart - that's why the hair is painted on. The artist cannot remember who he is, just that he was on the front of some magazine she came across.
