How Do You Resize a Picture?

does anyone know how to take a regualr picture and make it into a HQ image or larger image help please

you cant really take a normal picture and make it into a HQ one....i mean ...where would you get those extra pixels/data from?

you can resize images though.

yes that's what i meant how do you resize it

for Paint (microsoft paint)

click this button 

or press Ctrl+W

and you should get something like this:

for paint.net (getpaint.net)

 in the program go to

Image--Resize...

or press Ctrl+R

and you should get something like this:
