I wouldn't spend any time trying to understand. Its almost like saying a turtle isn't that much faster than a snail in a way . Katy's voice is definitely average on a technical level (no range and doesn't really hold any notes), but she's at least putting it all out there in full voice whereas Alizee is moreso almost talking and sometimes even whispering like a lullaby to a baby or something hoping that just by virtue of having a french accent it'll all work out. The difference is because Katy writes her songs and seems passionate about them she comes off as more of an artist (by comparisson) whereas Alizee comes off as more of a gimick or caricature so its harder to take her seriously regardless of singing.
