It is Romee, unless HB made a mistake themselves. And the picture is tagged Romee even on models.com. Hannah had 2 pictures in the editorial, Romee only had one; this one. And so what if she wasn't 18 yet, don't models shoot nude before they turn 18...

I think it's Romee, judging from the eyebrow, and she would have been 16//17 at the time. I would remove the photo. If it isn't her, it doesn't belong on the thread, and if it is her, it could cause issues.
I am sorry but like toodarnhot said, the picture is considered child pornography and I'm not going to risk BZ getting into major shit.
