Hm Vanessa had long hair in 91 and cut it chinlength in 92. The face is close but I am not sure it’s her and I met Vanessa 2-3 times in the early 90s.

My first thought was actually Amanda Lewis who had chinlength in 91 and cut it short in 92 like on the Elle pic.
