I was thinking the same thing.... Maybe the serum containing the catalyst just triggered his powers back.
Well I was under the impression that a person's powers arose from genetic predispositions and were intertwined with their personalities to some extent, so I figure that (assuming Peter hasn't mutated genetically) the serum should restore his powers It made sense that he was near Nathan, who could fly and suddenly Peter could fly again, but it might be a coincidence?
