We should combine the Scoop 3 & 4, cause the Scoop 3 tournament was never played. if I remember correctly. Can start Scoop V at the same time.

The other part to starting a new scoop is the rules.

The easiest thing to do would be to continue the "Celebrities who have been halled at least 2x in previous cycles may not be nominated again" rule. Someone would just need to update the list.

I meant Scooper Bowl 3 cause that's the name of the tournament after the nomination and Halling phase.
