If Elsa Hosk was the inspiration it wouldn't be the first type Disney used a supermodel as inspiration for a character. Disney used Christy Turlington as inspiration for Pocahontas facial structure (as well the Native American actress who was her voice).
IMO, she also looks like Tinkerbell too, like I pointed out earlier
