I have a question: when does the IP address assigned with all users get stored in our DB? Is it when they post or when they sign on? What I mean is, if a user registers with one IP address, but then changes his IP before posting, do we have a record of that first IP? Or is the first on-record IP the one he used when he makes his first post?

But when are they registered into the DB? Upon signing up, or does a member have to post first?
What I mean is, can we know if someone created a new username as long as she or he hasn't posted yet?
Say we ban someone but he had a back-up account he never used, can he then still see our forum using that account?
Or was that accounts IP stored in our DB the moment he registered it?

As for the banned member question, if we banned all of the member's IP addresses, then no they cannot view the forum from their other account(s). However, if we didn't ban all IP addresses, then yes that person can still view the forum with other accounts.
