I don't know exactly what is supposed to be cut off, but I heard that Muslims or Jews have to have something removed.

oh yeah, its a pretty common practice done in certain countries though i cant remember specifically which ones. its excrutiating from what i understand

ahh but isnt it loosely referred to as "female circumcision"? i'm pretty sure it is, hence my confusion. thanks for clearing that up though

People use the term interchangeably, but I think the correct usage should be this way. Circumcision is for hygiene or religious reason, other than that, it's mutilation.
