it might be but the lips are fuller in the bottom picture versus the top. However, it isn't uncommon for glamour type models to get lip injections. Also, this type of work is also heavily photoshopped. Depending on the airbrusher, a model can sometimes not look like herself. Anyone disagree that this isn't Ashley?
