My guess is Bella. She's famous/popular enough that they can post a reveal shot and make it a thing like Gigi's video last year. 

But that girl have definitely light hair so it can't be Bella

It doesn't look light to me. It looks like dark hair that's being backlit, like the picture Pretty posted.
