I've never heard any stories or evidence that support this. Now, the choices of host countries are shady, no doubt, but this is pushing the conspiracy theory a little bit too far.
However, I maintain that if you look at the match Brazil-Croatia 2014, that was a real robbery (dunno the reason, maybe the ref wanted to be nice to the host, but I hated that match). The last really good Brazilian team was 2002...
