I figured that was why we have the sig limitations, I don't think I'm even gonna respond, as it shouldn't matter why we have the rules, just that they are there for good reason and shouldn't be questioned.

The Queued topics-posts thing, is just a moderation queue that qball is using to keep track of posts in need of moderation, sets the posts invisible and all that good stuff I guess.
