Maybe he thinks those actions mean you are only playing 'hard to get' and you have to come right out and tell him straight to his face, 'Sorry, but I am not interested in dating you.' Some people are not good at picking up/interpreting signs even when they would be obvious to you.

Exactly. Why exactly would you be mean to a person whose only "crime" is being attracted to you? I'd agree that if they acted creepy/stalkerish they deserve anything they might get, but if that's not the case then it just feels like a very petty and somewhat cruel response to his actions.
